CAUSE AND PREVENTION OF COASTAL FLOODING (Executive Summary) , JAKARTA FLOODING AS A CASE

Regarding the inscribed theme, three preliminary study reports have been presented. This paper combines them to induce a feasibility study report, of which this paper is an executive summary. Firstly, this paper introduces an OECD sponsored report (the report), after which various parallel cause / prevention theories have followed. This paper sees the report’s characters, i.e.: (i) the report identifies high sea level relative to ground level is an essential criterion of coastal flooding, (ii) it judges the high sea level is caused by a climate change due to a greenhouse effect and land subsidence due to groundwater extraction, (iii) it swallows these causes as inevitable consequences of indispensable industrial development, (iv) the causes so defined are untouchable rather than formidable, hence, the report’s flood prevention cannot help seeking for claptrap projects. Secondly, this paper denies the report’s cause / prevention theory of coastal flooding. Thirdly, this paper identifies the background, against which the report’s theory and its parallels appear, and the reasons why they’re consistent. Finally, this paper convinces people of a true cause. In this way, the training-dike flood prevention suggested by this paper might be placed on the beam.
